Not really, since right now its only procing on fire/heat based spells, the description is just incorrect. Much like Manaward which description says it wards against all damage, but really only wards against mana drain.

Thats actually not a bad proc...doesn't seem "must must must have" but should provide a little noticeable boost in dps.

Incorrect. It is 65 to all spells. Not up to, but a flat 65.

I'm a bit miffed now. Having finished the Sol Ro deity questline, which wasn't all that hard and getting this nice cloak that does 65 with every spell; and having the Robe of the Dark Lord quest ( or something like that) which the reward is a fabled cloak that provides up to 25 to spells and heals. Anyone find any other cloak quests that offer better?
