No idea how someone codes a level 100 item into the game. Do they bother testing anything? Ever?

You would think there would be a red flag when an item level is over 80

it was supposed to be a lvl 75 spell, but they decided to go without an upgrade for it this tier late in beta because the upgrade was really minimal with it being % based for the most part (the lvl 100 img there looks a lot better than I remember it from beta, but that may be it actually scaled up to lvl 100).

I assume making it level 100 was the quick fix to make sure nobody scribed it since there wasn't time to totally remove it from the tables.

and this tease is nothing compared to the min-range check on Coverage....
