Ring of Tunarian Might and Trooper Scale Boots

Does it make sense to wear the Trooper Scale Boots and the Ring of Tunarian Might together? I know that the effects of the items do not stack, but doesn`t it increase the trigger chance of a + 10% DA proc ?

Any suggestions welcome.

As far as I know, you could wear both and you'd be twice as likely to have the effect trigger, but obviously if one triggered over the other they wouldn't stack.
