Default Fixing Procs

Fixed some stacking errors with Coil of the Vile Spawn, Praetor's Guard, and any items using the Soulsiphon and Lesser Soulsiphon effects. These items should no longer be preventing each other (or anything else) from procing at their designed rate.

An awesome coder also fixed Edict of the Whispered Word to allow casters to use AE spells while they had spell immunity up.

Lesser Fallout, Fallout, Lesser Blurry Image, Blurry Image, and Lethargy will no longer aggro npcs that are not in combat, and will not debuff you or your group members.

Were there any other majorly outstanding proc issues? I can't promise I'll have time to fix them right away, but I am trying to get as many of these little issues ironed out as I can.

These fixes should be in with the next hotfix. I hope

Wristbands of Lost Knowledge no longer proc 100% of the time.

Also the Zek Cloak has issues procing.

Odd, I can't seem to edit my post. At any rate, add to that list the offensive procs from the Anaphylaxis weapons (fixed in the same way Praetor's Guard was).

Yep. Only ones I know of that are still broken.

Oh, I forgot to mention the Reet hat. Someone else on the team actually fixed that a few days ago. It should be in with GU42 or with the next hotfix.
