Why dont they combine them to say "Increases Attack Speed of caster by 31" and be done with it? Or am i missing the point...

Is it because the same effect (albiet a smaller amount) is done by 2 different attributes and they want to show the individual amounts?

This quest also gives a priest belt with a groupwide power proc, I use that on my defiler.
