I'm pretty certain you'd be wrong. And I'm betting it has more to do with the fact that scouts already have a ring that gives them 10% DA from a proc.

It isn't a matter of it being worthwhile for the mages, it is that it isn't overpowered for them so why stop them from being able to use it!

Well ummm, I guess technically that's scout loot, but it's fucking terrible, though I do understand it's just trash drops. I still really want to see the good items for dps scouts off names that compare to the awesome shit for all the other classes, if it exists.
