That saying smart tables is not equal to smart loot. That means that the breastplates can drop in addition to normal loot while not stopping another piece of loot from dropping (which is what the concern in that thread was all about).

While people say I don't think we have transmuted anything that in most cases is probably not a be all statement, and I am pretty sure we have transmuted pieces people have while others don't have that piece.

No, I think it is referring to smart loot. The posters in the original thread are asking about smart loot, and he specifically spaced it as another point seperate from his explanation of the BP/Leg drops.
