ok after removing all my proc gear except the bp the proc works. so it seems something is blocking the proc

Did you have any wards on? I'm not sure, but it may stop it from proccing as you don't take damage. Should actually test this though....

nope no wards / wardprocs on
but it seems that if you have the ring from obelisk equipped, mutagenic burst does not proc anymore
gotta test that later or tomorrow, semifinals today

I am glad to say this couldn't have slipped through SOE's meticulous quality engineering, so it must be your fault entirely.

I have the BP and the belt with this proc on it and works just fine on my guardian. It not too bad for legendary gear. Actually does anyone know of any other items with this effect on it?
