Haven't seen any problems on my warden or my Illy, really, having mostly Lengendary. Sure your survivability is hurt a bit, but depending on the class and your role in the fight, I'm not seeing a huge problem. My Illy has a few instance/quest fabled but mostly lengendary, about half from TSO instance runs now, and has done fine all through VP, Trak, SOH through Maestro, etc. The new TSO AAs for healers for more HPs and such seem to help a lot. Sure the new TSO raid fights the aoes pack a big punch, but those I can range for the most part, again, depends on the class a bit.

But "raiding is hell" without fabled is crap. Might be a few fights here and there or a few classes worse off without the extra HPs, etc, but that's all I've seen. A lot of the TSO instance legendary is much better than the T1/T2 RoK raid fabled, and even the RoK instance fabled anyway, so depends which fabled you are talking about too... The Shard Armor will definitely get the job done as well, and getting the lesser shard set doesn't take too long.

There's always going to be an app, especially to the higher end raiding guilds, that is highly under-geared. I initially looked forward to TSO so I could gear up my alts since they would get their ass handed to them if they ran in a TSO instance zone on their own. Running RoK zones has been the suck in that aspect and running chelsith has been a waste of time. It'd be nice if they set legendary+ to the nameds in there.

Hopefully with the next Live Update there'll be another groupable instance that brings some more items to the table - one can hope.
