Yep. When it comes to something like DA, scouts might get full benefit from each point, fighters 0.75, and mages 0.15 or something. It's extremely easy to balance (or rebalance in the future) individual classes this way, while making itemization much more straightforward.
Breaking the coefficients into different categories within each class will also balance hybrids. That 1 point of crit on a paladin may affect their melee crit, spell crit, and heal crit in entirely different ways.

Critical damage stats including Spell, Melee, Ranged, and Heal are being merged into a single ‘Crit’ statistic. Each class will have a critical coefficient. So the same item will offer taunt and melee crit to a fighter, ranged crit to a ranger, and heal crit to a healer.
Double Attack and Ranged Double Attack are being combined into DA, with an appropriate coefficient as RDA is considered more powerful to a ranger than DA is to other scouts.
Resistance types are being streamlined down to just Noxious, Elemental, Arcane and Physical. Naming on items will not change for variety/lore reasons.

About DA its not a 100% merge, rangers are going to get less DA on items compared to melee.... Since it is SOOOOO SOO SOO OPED For a ranger....
I like the idea of turning DA + RDA into one stat, and MC + RC into one stat. Devs keep forgetting to add the RDA and RC on items, we have seen that alot of times. It is just going to make the itemzation better for a ranger in my POV.
But they should just keep it there, HC should stay for it self, so should SC.

Omg please devs, finally realize that rangers autoattack is NOT more powerful than autoattack of other classes, rather the other way round....
Need a proof? Ok, here you go:
I took a quick look at the other classes parse threads and took the numbers of some of the highest parses to compare autoattack numbers:
class.....dps......avg......min......max
ass.......4800.....5000.....2700.....7700
brig.......6200.....4800.....2800....7800
dirge.....7000.....5600.....800......7200
swash...6800.....4700.....2700.....7400
ranger...5800.....13000...7500.....19000
troub.....4200....3700.....600.......6500
Dual wielding 4sec weapons results in 3.33 more swings with capped haste over a ranger:
Min delay with 4sec dual wields: 2.4sec (4*1.33/2.25)
Min delay with 9sec bow: 4sec (9/2.25)
Edit: fixed assassin numbers to another much higher parse, formatting, typos

I quite like the idea though, means my crit coefficient won't be TOO bad on either characters...
I struggle though to see how a crit coefficient will help without making some healers the dogs nards at healing and some average...
