So I got these boots earlier this week thinking hey, another good power proc. The statement is kind of deceiving. If the boots have proc'd and are currently ticking away to give you power they will not proc again which lowers the effective amount of power you could get from them by a lot, especially in big AE encounters. Is there any chance we can get the proc on them to be like most other procs in the game and have the new proc override the old one? I'd love to have them not even override but allow multipe occurances of the proc up at once, but since that is never going to happen I'd be extremely grateful if we could get it so a new proc overrides an old one.

Well, then they are currently broke. I've gotten a ton of "will not take effect" messages the past 3 days. It took me a little while to figure out what it was but I finally narrowed it down to only happening while I had the icon in my mainted window. It was largely noticable on the Avatar fights where I was just constantly AE'ing large groups of adds.

I'll log on my second account and duel myself and try to get a log of it not working

That is what it logs when it tries to proc again. I had take off all other proc gear, was not grouped, and was only casting the same 5 spells over again (all low level ones). Lightning Burst, Blaze, Flame Chamber, Conflaguration, and Ball of Fire.

I have seen that in my logs once, since the begining of February. And when I did see it, I was casting Prismatic Chaos, which is not a spell attack. So, I'm either extremely unlucky and never had it refresh, OR you're seeing something else happening.

In the past 3 days it is in my logs 109 times and not at all before that. The only change in my gear was getting the slippers on 4/11. I can't say if it is something that has always been the case or was broken with the patch on Thursday because I didn't do anything else after Matron on that character until the patch the next morning. It is definitely not working right now though.

Nearly positive they override. I checked the entirety of my logs just now and no message even similar to what you said was to be found.

I'll verify tomorrow, but I'm 99.9% sure they are working correctly and override fine.

Hmm. Could that be from my Gown of Glory maybe? Though I thought they fixed that... Maybe it broke again.

I heard GoG broke again, but I don't wear it any more so I can't confirm. It was discussed in the Wiz channel recently though, and someone mentioned that it was broken.

I just tested the GoG and it still refreshes. I even got the boots to refresh while the GoG proc was up. So, while I was barking up the wrong tree something is definitely not procing right since I had the message 109 times in the past couple days, however I'm not sure what (it could be a proc stacking issue somewhere between items). With the Leggings, GoG, and Slippers equiped I was able to replicate the stronger message in a duel. Hmm, maybe the Legs won't proc if the proc from the Slippers is up. I'll go test that now.

Proc ear I had on the past 3 days where I got all the failed messages.
