This is exactly the problem with the ability, and with a LOT of spells/abilities in the game. Game mechanics changed, but they kept the ability nearly the same way as before.
Honestly, I think it's high time they went and did an overhaul of all the classes abilities and looked at each of them to see what they do and how they interact with the mechanics 38 Game Updates later.
Hopefully that's what we'll be getting with the Spell Consolidation... altered abilities and additional abilities that make more sense.
As for Silent Palm.... how to make it more viable compared to other lvl 50/70 special abilities?
I'd make it a Blue AE, up to 8 targets, and did double the current damage at 70 while ALSO silencing them.
And this is coming from a Bruiser.
Most of the Brawler AA's are very similar... a LOT of them have the same cast/recast even, and the others do same DPS just faster recast on Monks.
This one, and the overabundance of Haste is what put Monks at an ever further disadvantage.
What's crazy is Bruisers are getting their +DPS buff knocked out, but Monks are keeping all their crazy haste. Go figure.
