Default Baton Flurry, optimization

What's the best way to optimize this ability for raid DPS? Should I use it first, before I cycle through my CA's (assuming I'm at about 135 haste, 2.5 delay dual wields), or should I save it for before Crane Flock to allow more auto-attacks in between?

baton flurry can stay up 100% of the time. I use it as my second CA usually. I cast our "uber" 19 defense debuff first then baton flurry. Many others are also debuffing first so I use this as my second CA simply so I can have it with a higher chance of landing. After that it is up the entire fight... usually

Thought I havnt noticed if they changed it so the debuff/buff lands on a miss or not. In the pass it didn't used to.
