It went live because they want to nerf brawlers. Gnobrin just seems to be out of the loop. Here is what he now says about the nerf saying:

I tell you right now, if this change ends up staying in game for very long and I'll up and quit. I've been playing a monk for nearly 10 years now off and on and I'm sick of being nerfed.

They took out the FD change this morning. It's back to normal far as I can tell.

Aye, FD has been reverted back to its pre-GU41 state.
