Deflection Chance

I recently came back to EQ2 after a long break and I'm seeing lots of items and abilities with deflection chance on (for example our mythical has increase deflection chance by 15.0)

What does this actually do? Is it 15% chance to deflect or just 15% extra to deflection (from the skill)?

It takes your deflection and multiplies it by 15%.

100 deflection x 15% = 15 deflection

Actually that is how it works sort of, but looks more like this.

Uncontested Deflection+(Uncontested Deflection*Deflection Chance)+Contested Deflection+(Contested Deflection*Deflection Chance) = Deflection

That's what I thought Blanka meant in the first reply and how I thought it worked. I asked here to confirm it as I was having an argument with a friend who was trying to tell me the increase deflection chance by 15.0 on the monk mythical was a 15 % chance to deflect an attack.
