Default Does Tsunami scale down with mobs over 80?

Basically i'm wondering if Tsunami scales down with mobs over 80, because I had it on a few times with mobs over 80 Gynok specifically (newly raiding main Monk), and i totally got WTFPwned with a crit hit with Tsunami still on.

It was suggested that the 100% isnt 100% against over 80 and was only 100% against 80 or below, sounded logical and reasonable but I wasnt sure as I dont think i'd ever heard that before.

Just another area where monks get fucked as tanks. You don't see mobs hitting through stone skins and ignoring mit.

Actually sometimes they do hit through stoneskins, but it's pretty damned rare.

I think it's just certain types of stoneskins. For example, check out Stone Deaf on the broker, it's description reads that upgrades to this spell increase it's chance of actually working, or something similar.

I'm glad to know i'm not fucking crazy and misinterpretting it. I tried it on the like mass of mobs after Tythus but before Penta a few times, and on Gynok a buncha times, and some other mobs and it seems real hit or miss. When i 'need it' it seems to work even less (coudl just be my imagination to that).

tbh I find in raids bob and weave work better then Tsunami now, I can't tell you how many times I've got beat down with Tsunami up.
