"Increases the target's effectiveness of worn armor vs all physical damage by x%" only takes into consideration the actual mitigation values on head, chest, shoulders, forearms, hands, legs, and feet. It does not factor in such increases as +vs crushing/slashing/piercing adornments, +vs crushing/slashing/piercing on jewelry, +Mitigation increase on some fighter shoulders, group mitigation buffs, temporary procs increasing mitigation, or stance bonuses to effective armor.
Cord of Innoruuk's Favored (Hate's Fate):
* +7% shield effectiveness.
* +840 all mitigation (crushing, slashing, piercing, cold, disease, divine, heat, magic, mental, poison).
* This effect can be stacked by multiple casters.
Stained Mummy Bandages (Will of Gynok):
* +15% effectiveness of worn armor vs all physical damage (crushing, slashing, piercing).
In order for the Will of Gynok proc to be equal to the +840 portion of the Hate's Fate proc, your target must have 5600 mitigation from the actual mitigation values shown on those eligible slots. The best geared tanks worldwide currently have values of low 4000s. Hate's Fate affects all mitigation categories, not just physical, as well as gives +7% shield effectiveness.
And there is the issue of stacking the effect. One explicitly says it can be stacked, while the other will require testing to see if it is possible. I haven't had a chance to test it yet, but it is moot because the Cord of Innoruuk's Favored is superior even if those both do stack. The extra +2 Heal Critical Chance and Runic Recovery II are unlikely to make up the difference.
Of course, both of these belts are very good.
