Torpor should always go on the ranger, but not on any melee DPSers even if they do have chokers. Well, except the MT, but I generally treat it as a buff and macro it to the nearest ranger.

rangers don't deserve anything. they are lucky to get lunar attendant placed within their range IF i cast it accidentaly.
PERSONALLY i try to stand as far away from the ranger as possible or keep moving so he is just outside of heal range.

First off, the sever I play on has a lack of chain healers, I am one of three I know of that raid the beginning TSO content (right around the same area you are in) and I rarely see them in groups at lower levels when playing my alts. I also may also be bias in my thought as I play a Mystic.
I love my Mystic and even if I wouldn't lose all my Masters and my Epic (currently working towards my Myth) I'd never betray to a Defiler. As said before, Defilers are "better" healers, but Mystics have bigger wards and better debuffs, and with the hand full of CA AAs you can get, put out slightly more damage (though this wouldn't be a goal for raiding). I mainly get put in the MT simple because I'm the only regular chain healer, but the few times I've been in the OT or another group, it's something that is definitely doable. Single target ward on the MT, group ward and straight heals when needed, and debuffs in between. Also, with the right AAs our wards will heal when the damage is drained or the timers is up (great when tough fights when your straight heals are down and your group ward drops to heal the group).
Also, I rarely use Torpor on the MT, or any other melee DPS for that matter. I find its ideal for caster (who aren't effected by the slow to their attack speed) and especially for a Necro who is Life Burning, though we almost never have a Necro in the raids. I've put it up as they cast and never have to heal them again.
In the end, both can easily be in the MT, OT, DPS, Caster, whatever group. Its personal preference as to which you play as they aren't as strikingly different as some other pairs are.

I approve of Kijoni being a mystic. The speed seems good for my purposes.
