That's not a bug, it's the way lockouts work. They are tied to your character, and have nothing to do with what city you're in. They never have. There was never even a shadow of a hint from a developer that says they should be.

The first GM's who responded to the flurry of petitions from Resurrection and Kraken was overwhelmed, had no idea what was going on, and made a snap judgement based off the petitions he had at the time... which were mostly lies and accusations from Resurrection members in their mythical-frenzy. (Jeramir and Nonok were the ones trying to handle Kraken's side of the discussion.) When the situation was re-evaluated later by the Lead GM, who

A) understood the game mechanics and implications involved
B) fully reviewed logs

the correct decision was made and the problem was resolved. Again, who the fuck are you and why do you think you understand anything about this game? =)

It's possible. It's always been possible. Success in raid progression is 95% dependent on the quality of players you have in your guild, everything else is just details. You will never clear the hardest content in any MMO if you have scrubby or casual players who cant/wont dedicate the time and energy to learning encounters and figuring out how to absolutely maximize their character's potential.

GM's instakilled every remaining mob in the zone, and shortly afterwards the lockout was reset for all parties involved. Kraken was given back their old lockout in the state it was when we left it.

The misbegotten mythicals were not removed from the exploiters. In many ways, that will be an even more embarassing fate for them than if they were removed. =)
