I hear this from a lot of exiles... yet i rarely see them out unless it's a completely balanced group (save for a few solos who i respect). My guess is that with all the new great legendary gear available with RoK, they feel the playing ground has evened too much. They're all hiding away in their raid and twinking up till they can come out and fight against with FP with their much better raid gear. Now we're getting ourselves geared out, people are getting nervous. They left behind city faction (which was basically worthless to have if you have access to all classes so you can more easily complete raid instances) ... there was more to this thought but oh well. Big smiles here, happy days not in haven.
