Someone else could always start a new one if Sabutai doesn't feel like maintaining it.

White Dragonscale Cloak...

Does this item blow? It seems like it to me.

It seems more useful to wear something like Kylong Ceremonial Cloak with 3crit and 65 damage, or a WoE cloak or its upgrade, than a no-stat cloak with an unreliable proc.

Thoughts ?

The proc is up quite a bit actually.

Aye, the proc is up most of the time. It's basically better than almost every cloak out there because base damage is one of the few ways you can raise DoT tick damage.

BTW, do the shard set shoulders properly increase the base damage for our pet? Frankly I was too lazy to check it back when I got them and I was always sure they did, but now I ran the parse and looks like they dont, while the tooltip says otherwise.

Yes, the shard shoulders properly boost pet damage. Keep in mind that the TSO AA line also gives our pet base damage, and with the plethora of +spell damage available for the pet it's not going to be a straight 8% DPS increase.

I'm not saying that it isn't giving the pet 'proper 5%', but it doesn't give the pet anything based on inspection of pet's spells and some parses. Maybe that 'some' just wasn't enough.

here's what I don't understand. i see things like "the proc is up almost all of the time". how are you determining this? Do you have reasons to believe that the proc rate on cloak is actually higher than the stated 1.8x for 15secs other than gut feeling?

With Ethernauts it's easier - ACT can help - and it wasn't skewed towards higher than expected. if Dragonscale cloak is also as listed, the up time is roughly 2/5 because the procs can overlap, so you can look at it as 2% base - just a Mastercrafted with some HP.

is there something i'm overlooking? are your proc rates a lot higher than 1.8 on it in normal raid group?

the wording '1.8 times per minute' doesnt actually state that it will proc 2 times per minute on average. It states, actually, that it has a proc chance of 8%*(base casting time of the spell), and that 8% starts to diminish as soon as the proc hits twice per given minute. So in reality it procs like 4 to 6-7 times per minute, and that prety much keeps the proc up all the time.
Apart from that? Practice, perhaps. The procs from unrest and even dragonscale are up all the time for me too.
And at last, your proc rates are really higher then 1.8. 4 bards with shard chests/5set bonuses and you almost permanently get a 2.2 ppm, which is WAY higher then 1.8 in reality. And you can also occasionally run a dirge/templar in grp
