S3idon, thanx for taking a shot to answer. Don't think I understand how your logic jumps to "in reality it's like 4 to 6-7 per minute", however. Are you saying that the diminishing that starts after it procs 2x is actually not that severe? Does this have anything to do with base casting speed of a spell vs effective speed affecting how proc chances are calculated? I thought that applied only to procs with straight % in description ala Tandem.
Further, my tests with Etharnauts earing don't support the 4-6 ppm suggestion - it's fairly evenly spread out over 1-5 range with median of 2.
Not sure how your raid or group differ from mine, but our mage group is never with clerics (/sad) and despite having 3-4 bards in raid consistently I don't see my proc rates change from 1.8x
