Stay in EoF for AA. It is double to triple the AA you get from quests in the older content, and alot of it is off the beaten path, so you get ganked less. If I were you and you want to have the maximum PvP fun. Level as fast as you can to 70-80, and just dont wrry about it when you get pwned, your time is coming. Patience is a virtue when making a toon to PvP on, and all your hard work really feels good when at end game you can consider yourself both adept at your class in PvP (which is way different than PvE skill) and your gear is picked to make sense in PvP. Lower than end game just throw whatever on and grind, grind, grind!

(1) Locking your combat experience in order to maximize your AA's at an earlier level is nice because you will be able to get AA out of all of the quests from level 10 on up as opposed to starting in tier 4 or 5. Personally, I don't think you'll find your class unplayable if you wait to do this until later, but there is a definite advantage to hitting level 40 with 30+ AA's as opposed to hitting it with 10. AA's aren't any easier or more difficult to pick up later on, you'd just be missing out on potentially hundreds of quests that give AA.
(2) It isn't as bad as EQ, where a fungi tunic and a tranq staff would basically pwn the living shit out of every noob in a zone; but the gap is widening. Mastercrafted armor is probably the rule these days, even if you intend on doing more exp/questing then PvP-simply because your survival rate goes up. The real key here is Adept 3/Master I-in my opinion keeping your skills as high as you can is very important.
(3) You could ask a hundred people this question and get a hundred different answers. T7-T8 people will all swear up and down that their tiers are more active, as will everyone else. I'm going to try and be honest here-you're going to see PvP in every tier, they're all active. In my opinion, the "worst" tier for PvP is probably Tier 6, just because by then all you really want to do is get to KoS, but that's just me.
As for reaching 70; if you level as fast and hard as you can you can get there fairly quickly-but it isn't exactly quick and easy. It's not like EverQuest was, where by the time you max out you've lost your job, your house, your girlfriend and your social life; but it's close. I found the grind to be steady and entertaining enough that I never came close to shoving a spoon into my eye socket to make the pain go away.
(4) Locking is common all the way up. Consider this--no matter what level you are, how good your gear is or how many masters you have; there is a very good chance that eventually you'll meet up with someone who has better gear then you who will turn your shit inside out. Even when you finally ding level 70; err, 80-you'll still get your ass waxed. That's the nature of this game-as long as you approach it knowing you're going to get fucked like a virgin on prom night you'll be fine.
--The most efficient way to build up AA's is a combination of solo questing, named killing and Heritage Quests. If I were looking to maximize my AA's on a new character while avoiding T2 I would start at level 20 with the HQ in GFay and the lightstone in CL. Me personally, I'm locking my sarnak at level 10 while focusing on quests with the attitude that if a quest grays out before I finish it-it wasn't worth the time anyway.
Meh, I fucking write too much. =(

4. Yes t2 and t3 are the most common place to lock to be more exact the lvl's are 17,20,25. AA's are important but just the key ones (depending on class) alot of the aa's really don't help out for pvp so trying to max will only make you waste your time if you lvl up to 80 and do the usually re rov se etc you'll have a good amount of aa's .
3. The most active pvp tier is t2 they have the most and is the easyist to find. Alot of this is beucase they can't make it in a t8 raid guild for gear
2.Yes but it will take time and alot of plat( alot of people were twink's before they nerfed xp debt)
1. I wouldn't lock getting to much aa's where as you could be lvling is a waste depending on aa lvl

If you want to have a lot of fun PVPing.. level all the way up. Use as many instances that you can.. Roll in groups or you and your mate pick classes that duo well together (Monk + Warden) etc.
Level Locking is the Butthole of the game imo

(And yes they get as many AAs as they can before they lock... but then you have to be VERY careful not to lvl with discos etc)
(And no it doesn't take forever to level all the way up... if you know where to go etc and have a good group... which means making friends, do you play well with others?)

There is no reason to level lock at any tier to maximize AA.
If you just level from mainly quests from 10 and up you'll be fine.

1) The only problem is that you will be behind in AA compared to people already playing. A lot of classes get huge boosts just from AA's alone (more damage, more survivability, or more utility). You can lock your XP at any time you like -- it's just a simple right-clicking on your XP bar and choosing "Disable Combat XP". Mind you, this is only XP from killing creatures and people. You still gain XP from quests and map/location discoveries, but that is what also gives you AA (plus killing named).
2) As an EQ1 veteran, I had to adjust to EQ2 loot system because it is very different from EQ1. You cannot resell gear after you use it (the item becomes "attuned" to your character forever). There is armor for each and every tier. There is not 1 uber item like a Fungi Tunic that you can wear at level 1 to level "whatever". You will be more than fine in mastercrafted gear, which is often the best at that level until you get higher and higher in levels when common armor drops become better than master crafted. Most twinks are in mastercrafted armor with mastercrafted abilities/spells ("adept 3"). At each new tier, you will have to upgrade gear for best results. You can still wear older gear, but it will not protect you as much as it did because your Stat caps rise as you level while your gear remains the same. This promotes wearing gear that is closer to your level.
3) I leveled when there was tons of PvP in every tier, and I am biased toward max level PvP. I have heard of people getting level 70 (when that was max level) in 2-3 weeks, but they are pretty hardcore and already knew the game and where to go. What I did when I leveled my coercer, is I was guilded with some like-minded players, and we leveled to 70 gradually, spending about 1-2 weeks per tier. We'd level up to each level ending in 4 or 5 (ie - 34-35... 44-45), lock our combat XP, then do all the quests of that tier and have fun PvPing, then start leveling up again till max level.
4) Um, I guess? heh. Not sure how to answer this question. I don't know anything about "current day level locking".

t2 is fun but you're right. i've been trying to get friends from pve and other games to play eq2 pvp and almost none want to do it, the ones that try mostly leave after a short time because they're tired of getting owned repeatedly and not being able to lvl much at all. same thing happened to me, but i just dealt with it and stuck with it till i got money to buy spells and gear so i was on more of a level playing field, so.../shrug

What ever you do, make sure you go nd quest in timorous deep, the gear there is INSANE. The level 11 stuff is far better than lvl 12 MC, and the quested/dropped gear is even better.
