I just started up again after about two years off to play with some people from work. They had already started (are around level 29) so I was soloing to catch up, but it came up that they are playing qeynos characters, and I had made a freeport buddy. Is this going to be a big problem? Are there many quests tied to your city association past the low levels?

Obviously I can betray or reroll, but I'd rather not do that if it won't matter.

If you're not on a pvp server it wont matter at all. The only quests of merit beyond lvl 10 which are tied to your city are the lv20-30 armor quests which you'll have to likely do for each individual if you even decide to do them anyways, and then the first few steps for claymore questline, if anyone even does that anymore.

So short answer, nope, it wont be a problem.
