Where is the collection quest NPC for those who live in Gfay? Also how do I get citizenship to Qeynos, from Kelethin? Thanks in advance.

Uhh... The collection quest NPC in Kelethin is right next to the door coming out of the bank. Seriously, you'd have to be blind to miss her.

As for changing your citizenship, there's an NPC outside the mage tower in Qeynos that you talk to to change your citizenship. I think she's an Erudite. I've never done it myself, but from what I understand she sends you on a simple quest much like the quest for changing your citizenship from Freeport to Neriak.
