In answer to the question... proc, delay, and damage spread are good things to consider while looking at weapons. Critical hits are determined by the high number and delay determines how often it will proc.

If you're in tier 4/5 and fighting level 35 mobs, you should have plenty of skill required to hit them every swing. Hope this helps

Uhm, I'm pretty sure Calbiyum WAS being serious since he would have to base the decision for our guild rules. ( t5 raid guild )
