Tradeskill Re-spec

Sorry for the noob questions, but I can't find the answer on Wiki or Alla. I hear that you can re-spec tradeskillers by talking to the crafting NPCs in any city. First, is this true, and who do I specifically talk to? (I've tried talking to the npcs that let you choose your profession in the first place, and have no results from it). If it is true, are there limitations? Can you re-spec only within your certain subgroup like Outfitters, Scholars, etc or start over from scratch in any area? Thanks.

You start from scratch (well, level 9), but there is only 1 NPC in each city that lets you do this. In Qeynos, it's the dude in front of the door (to the right of the stairs) inside of Ironforge Exchange (which recently moved). Note that if you have not gone thru the tutorial since the massive tradeskill changes about 9 months ago, you should, since it's completely rewritten with a lot of community input. You should be getting pristine 100% of the time after doing the tutorial.
