Default Item level vs mob level? How does it work?

Assume we have two items A and B.
Item A
Level 80
50 str, 50 agi, 50 sta
200hp 200 power
1000 heat 1000 cold
5 melee crit

Proc
1.8 ppm on melee attack
Deals 400-600 dmg

Item B
Level 78
50 str, 50 agi, 50 sta
200hp 200 power
1000 heat 1000 cold
5 melee crit

Proc
1.8 ppm on melee attack
Deals 400-600 dmg

Both items are exactly the same except for level. My question is how does this effect a level 80 player fighting mobs level 85-87?
Do you guys have a link to a post where a developer has commented on this?
I was under the impression that as long as the item is not grey you will get the full effect of the item, but I have been hearing rumors that lower level items won't give you the full benefit of the crit chance and stats and procs etc etc vs higher level mobs. Is this true and if so how do you know it is true?

This is a REALLY old question brought up mainly in T5 and T6 that good luck finding a dev quote from back then about this. It was pretty vague back then exactly how it worked exactly but this is what we know for sure.

ALL effects that directly scale VS your level with a mob ALSO scale vs your lvl and your gear. So straight stats don't scale such as +str and + power etc, because no matter what level the gear is, those stats are always the same. On the other hand things like mit, resistances do scale. Now thats the way its supposed to work, but to say the devs coded it like that is another question.

It comes down to, did they code it vs all scalable mechanics or just do it the lazy way and just put in mit and resit in the code. A question like this would take ALOT of research which back when this was a hot debate their didnt exsit the gear to test it at the level we were with anything EXCEPT mit and resists.

The only stat I can think of that exists on items that scales vs mob level would be crit other than mit and resist, so you would need a considerable amount of greyed out crit items to really get a decent test together.

The difference on ANY stat outside of mitigation for a 2 level change, is so small, it would fall out of a measurable area.

To translate.

In your example it doesn't matter and the only time it really does matter is for mitigation. Even then if your not a class that gets pounded in the face a lot, it doesn't matter.

It matters for resists as well, just resists are practically meaningless so it's kind of pointless.

So it doesn't matter like I said . I Don't understand why resists are screwed and yet mitigation seems to work and SoE says they are basically the same thing, one is just mitigating a different kind of damage.

Mitigation does not work, as proven buy a guy who tanked DT in level 30 crafted gear in EoF T7.
