I saw that on a piece of Wizard set gear. I haven't played since October '07 so some of the new set effects that are in T8 are totally new to me.

What the hell does that do just add to your max powerpool or something else?

Max Power is a stat that increases your power pool by a % based on the base pool. Deal with it, it's not hard to know what it does if you aren't a fucking moron.
