Tinkering/Transmuting ... do you need to be a 80 crafter?

Do you need to be a 80 Crafter (or even one at all) to be a 80 Tinkerer/Muter? I have always been under the impression that it was so, but someone just the other day told me you didn't. Now I know i should have checked then but my in game time was basically severely hampered the last couple days besides raiding, soooooo i was curious could anyone answer this?

If so ill start my muting and tinkering on my toons asap because i wouldn't mind the mindless crap for the benefits of a tinkerer, or to be able to at least just mute all my own crap and not have to ask others (I hate asking people).

You can tinker/ mute as high as you highest level- either adventure or tradeskill.

Unless you use ~ for auto attacks then you just plain suck.

........ Thank you ...... but now im confused in the end. What do you mean i can unless i use ~ for auto attacks? (As far as i know, it's still set up as the #1 key on my KB) if thats an inside joke cool, if that means there is some default setting tied to it, then ill change it (i actually use that key currently for my vent PTT :-) )
