Master II Selections?? How? Where?

Been reading Combat Art/Spell progression info/guides and have run accross this page: EverQuest II Ability Progression List - Swashbuckler

With the following info:
Names in Bold are available as Master II selections at the appropriate
levels

I'm wondering, how or where do you "select" these Master II spells?
Are they ts'd (made)? Purchased from a NPC??

Thanks. Been having hard time finding much info on a search on this.

Press L (on your keyboard, duh?)
Select the tab "Character Development"
Scroll Down to x Training (x = your class name)
Choose Master II spell(s)
