Wow, that blows. You go from having a cloak that is useful on raids with other deities to a cloak that's absolutely useless against epics.

tbh its pretty useless vs heriocs either... its not like we need another stun.

Actually if you're taking on multiple mobs it would have use...your AEs would have a chance to stun surrounding targets, but ya, you're right, against singles there's not a lot of "up-time" between Penitent Kick, Heroic Dash, and Hammer Ground.

Yeah the cloak blows but i've already dumped my Marr cloak for the emerald cloak. Quest cloak in ROK. I actually swap one out depending on stance but I can remember which is which. Other than the cloak the rest of Tribunal seems pretty good. It might even give enough hate gain to tank raids effectivly without so much crowd control depending on how long those miricles last.

I dropped Tunare for Tribunal, but then I'm somewhat of a rper too and the concept of being a judge, jury and executioner has a certain appeal to my character ;)
