This is what training dummys were invented for. Kill it 5 times once with the proc item on and kill it 5 times with the torque on. Then compare the average. (autoattack ONLY)

The more times you kill them the more accurate the picture becomes. so kill it 50 times with and without and you'll get a very accurate picture of which is the better item.

Or just wear it on palace trash one day and then look at your parse at the end and make a decision if its worth it or not :P Reguardless its worth keeping tho as you may end up in a situation you have well over 100% MC (or 120% MC for avatars/named) and proc gear is the only way to improve your dps :P

Yeah I feel ya about the parses makin it fun again. The sad thing is that SoE poor vision outlook has basically painted most classes into a corner and it appears there can only be minimal growth without some heavy changes due to there lousy class progression.
