The way I remember it being described quite a while back is as follows:

If it's -hate gain, then don't use it. This is applied BEFORE hate transfers, and reduces the amount of hate transferred.

If it's -threat, this is ok to use. This is supposedly applied after hate is transferred, so would not affect the transfer.

Poisons to reduce your threat should not hurt you and should be ok to use.

It's important to think about how the system works. You will always have some amount of threat during the fight, which is used to determine what aggro slot you're in. There is probably some decay algorithm at work, on top of memblurs and memwipes, and threat reducers simply decrease your accumulated threat by amount X.

The other side is to reduce the rate at which you gain/accumulate hate through your actions, which is the effect of -hate gain. -Hate gain doesn't affect the threat you have already accumulated.
