nothing dramatic changed with the mechanics of the game from pre-ROK to post-ROK. that ranger in the screenshot (kriptick) is using exactly the same bow (Rigid Scale) that he had before... and oh, btw, even if he had a fabled T8 bow from Veeshan's Peak, it'd actually be equivalent or worse than the Rigid Scale since the mechanics of ammo are so fucked up right now (read ranger boards for more detail).
there are no legendary RoK bows that are better than the fabled stuff rangers were using in T7, and no fabled T8 bows have dropped on the server yet.
melee scouts have seen a slight increase in the DR of their weapons that is commensurate with a higher tier... from ~85 DR on fabled T7 to ~100 DR on fabled T8. your HP should have increased by an equal amount to this.
what you're seeing is a lot more people with weapons that have high top end damage. the PvP weps in T7 were shit compared to the raid weapons, and there weren't that many scouts on the server running around with those. now there are legendary weapons (i.e. jarsath shortsword) that while technically are not a whole lot better than T7 fabled for, say, zonewide DPS parses, they still have a high top end damage because they are extremely slow weapons. and when scouts move towards the 4.0 and 4.5 sec delay weapons, of course the top end dmg has to be increased so the DR works out right.
however, keep in mind that you're getting hit less often -- just for higher dmg each hit. a lot of the PvPing rogues have probably specced back to the fencer (single weapon double attack) line now, since they can't easily get their hands on two fantastic RoK weapons so they get the tokens to score their one sweet weapon and use it as a double-attacker.
bottom line: quitcherbitchen. mages got plenty of great upgrades through their T8 gear too.
