Alright. I'm sorry I didn't study your book before commenting, shame on me. I have read it now though.
(quoted from my opening post here...)
---------------------------------------------------------
It would of course follow that the rewards (PvP gear) from doing writs should still in no way exceed the quality of fabled gear obtainable by PVE raiding, and should take a commensurate amount of time, effort, and coordination that a raid guild has to bear when clearing Veeshan's Peak, for instance.
Great for you, and congratulation on your accomplishments. But not everyone is here for raiding, and I don't agree that raid accomplishments should necessarily always yield greater rewards than PvP accomplishments. A lot of players don't have the time to raid, some don't like it and others play in different time zones. I think you greatly underestimate how much time and effort it takes for a non-rogue/predator to attain even one of these items, but I can tell you that it actually takes quite a lot. More below....
The T8 PvP stuff is already fantastic for the amount of effort required, and some of the pieces of jewelry have sickeningly powerful effects on them. I'd ask the designers to keep this in mind as we close in on GU42 and the implementation of new PvP armor. I don't think it's viable to have people obtain full suits of PvP armor, weapons, and jewelery as quickly as they could in T7. Raid guilds take entire expansions of constant raiding to fully gear up their members, a single PvP group shouldn't be able to do it (with gear that is only very slightly worse) in 1-2 months. With the expected increase in group PvP that these changes will bring, the devs need to be mindful of how fast this gear is going to be entering the game.
I must admit I have problems understanding how someone in a raid guild can honestly claim that raid gear is so much harder and slower to obtain than PvP gear. It honestly isn't, unless maybe if you play a rogue. I know some changes are coming, but I don't want to comment on that before I've seen some update notes.
But with the current system, I'll use myself as an example. The first month, I PvP'ed a lot - mostly in small groups as my class lacks survivability and tracking. I managed to get 203 tokens all together. That's not even enough for one piece, and during the same time period I got 2 very nice items from raiding instances even though my guild can not by any stretch of imagination be considered a hardcore raiding guild, unlike yours.
The way I see it, there is nothing unbalanced about the PvP gear. It is meant for those who mainly PvP (many who rarely or never raid), and as such it should be of very good quality. It is supposed to be worth the effort (yes, effort!), and encourage more people to actually PvP on a PvP server.
Nagafen, Venekor and Vox offer full rewards to two different playstyles (PvP and raiding), and I think it's great! Don't like raiding? Then go and fight people instead. The whole thing is actually quite awesome, and gives the players a choice they don't get on the other servers.
The PvP itemization available to exiles (yes, I said it, available to exiles... if it's a viable third faction it has to have at least some incentives) should be balanced against the fact that exiles have a slightly easier time raiding the hardest of the PVE content. ***There doesn't need to be full sets of PvP armor available to exile, we wouldn't wear most of it over raid gear anyway***. The rewards for turning in their tokens could be put to other uses... weapons, jewelry (perhaps even PVE/raid related... hmm?!) or itemized like the "general" PvP merchants have been in the cities...
Well, I can only imagine that the developers time and resources dedicated to PvP issues are limited, and as such I think maybe there are some more pressing issues that needs to be taken care of before they start making PvP rewards for exiles that are geared towards raiding.
As for PvP rewards for exiles in general? Not saying it is a horrible idea, but they need to at least take into consideration that you guys have a lot more targets than city aligned players, and that you have all classes available to you.
random potions, clickie items, and other interesting effects that would be deemed a worthwhile reward for a L80 exiled PvPer en lieu of the full suits of PvP armor that the cities would get.
------------------------------------------------------
Now I want you to bear in mind that all I wanted was to establish a 3 faction system on PvP servers. There are advantages to being in each of those factions. I in no way want exile to become the "one true path", that's not fun for anyone when one faction is massively overpopulated.
In essence I asked for 2 things in my first post here:
1) Introduce a mechanic that would cause the population to naturally move towards 3 relatively balanced levels within each faction. (i.e. writs requiring equal # of kills from the other 2 factions)
No thank you, please. I think this is a really, really bad idea. Why? Because some servers don't even have exiles right now, and most exiles on Nagafen are rarely seen out PvP'ing. I guess what you're trying to say is that if exile becomes a true faction, then a lot of people will flock to it and these issues will magically solve themselves, but I don't believe it.
I think it's too late for that, and since exile is known as the number one faction for raiding, what do you think is happening during prime time? They're all raiding. So that means nobody else will get their writs done that day. Or the next day, or the day after that. And what about soloists who have no chance in hell to kill anyone from that one stacked exile group that roams around? No, sorry. The only way to make the writs somewhat fair to everyone, regardless of class, faction, server and playstyle is to make them require only raw numbers. Kill X amount of hostiles, and that's it.
2) And then give people a small reason to go exile for PvP other than the fact that writs require a certain % of the population to be exile. I.e. a general PvP vendor with potions, cool clickie items, etc so exiles could redeem tokens for something at least.
I think exiles could use some more rewards that would encourage them to PvP more, but making exile kills a requirement to complete a writ is.... well, extremely risky. I'm afraid that could lead to all kinds of issues, and I think what we need here is a quick solution to the flawed and unfair token system that would make as many players as possible happy - not a huge change that may or may not work, and either way would take weeks and months (or maybe never) to bear any fruit for players on servers with no exiles and a generally low server population.

Re: Viable exile faction, PvP writs, and Raid/Dynamic PvP (warning: long)
The fact is Become.... and it's undeniable by all I have read.
Is that you want your guild to have access to the very best of everything.
I hope that PvP gear makes PvE raid gear look completely and utterly stupid. There is NO FUCKING REASON why a RAIDING guild on a PVP server should have access to all the best equipment this game has to offer. Seriously. That is BLUE mentality, same bullshit all these blue guilds keep their strategies so they can stand on the docks in their respective cities and basically talk shit about killing a script.
Is raiding easy? Hell no, I know it's not. Is it impossible for a city aligned faction to kill these encounters? Nope. It is however NEXT TO IMPOSSIBLE to fill a raid with people that came here to actually PVP on a PVP server, to kill said mobs / encounters so they are competitive at the very thing they came here for.
Get the picture? Exile offers BETTER PVP through more targets, and FFA mentality, it offers Easier raiding through access to all classes.
There you have it spelled out for you, WHY people go there. I'd put a big STAMP of 90% of the reason why people are even in Exile is to raid. The other 10% that actually PvP's sits in raid with you so they can get gear to be competitive.
Honestly. I don't want the exile faction to go away. I was there, and I loved it. You do need to think about this though... why YOU are there, and its not for MORE PvP. People that are here for PvP, dont need another reason to go PvP. Fuck giving you any rewards for it at all, and one thing they should do is remove titles all together, then what would exile have? NOthing. Not a single reward at all for PvP'ing.
Honestly. I hope the PvP gear has completely overpowered PvP effects for doing what its made for, so you people that sit in your raid instances, and come out with bullshit like rigid scale bows can get it shoved right up your "bluebie wanna pvp for 10 minutes a night because i got an overpowered item's" ASSES.
And peace to my friends in exile that know where I'm coming from in this post. I can't believe some asshole that doesn't even LIKE to PvP even posted this turd of a thread.

Hi, Salsa!
I would agree with you if I was a rogue, but illusionist? Come on. Soloing as an illusionist with the current resist rate is just annoying, and also no track and no evac? Yeah, you do that yourself - then come talk to me, ok?
You don't go out alone either, even though a good templar should be able to destroy just about anyone in a 1v1. But you don't do it because you know that's not how things usually work, and that your class is far more effective in a group.... or am I wrong about that?
I did PvP just about every night for a month, but usually in a small group and 203 tokens was the end result when I stopped because the resist rate drove me nuts and I decided to leave it until the writs came out. Maybe those writs will speed things up a little for group based classes, but that remains to be seen.

Just a few points here:
You have means to stop ppl from running basically good burst dps and a Root/stun/Mez.
You can easily farm duo's and trios of greens and whatnot all day everyday that try to quest and exp.
Evac well it doesn't help you to get a kill so it's worthless for you getting tokens.
I see your point about track and not picking up ppl but usually totems, a relatively good computer and spamming your tab buttons gets you targets better then track does.
Of course a second dps class will make it so much easier for you to kill ppl but overall if you know what you are doing you can kill about 90% of the servers' player.
Taking a death shouldn't hold you back tbh ;P.

Finally a respons from someone who actually has a clue what this is about. And you're right, but guess it is the whole concept of dying ALOT (as you say), that I have a slight issue with. I'll admit that fame has something to do with that, and illusionists are exceptionally squishy. My title is nothing special, but still I dislike giving it away for free to every group that finds me. So I don't solo much anymore....
My point is that token gain is usually much, much slower in a group PvP than solo. Maybe (hopefully) that will change soon.
