with some important PvP mechanics being polished in upcoming GU's, i think the interest would be there for a fresh PvP server.

fresh start... fresh economy... no overgeared twinks (at least for awhile)... maybe re-surge some interest in PvP among the PVE population, as well as giving some of the current PvPers a place to start over with a clean slate if they wanted.

one catch: max of one toon per account!

It's a good idea in theory but in practice it'd be a huge inconvieniance due to so many people having crafting alts.

I wish they'd just bring PvP Test server with the buff bots in sinking sands.

If you are saying there is going to be some kind of advantage to multiple toons then people would still have access to buy multiple accounts and so all you'd do is give advantage to players with no care for money... like me

the lack of ability to have crafting alts is built into that. you choose the profession you either want most for your own personal use, or one that will make you money on the market. you're then reliant on the crafting market for the rest. obviously being part of a guild negates most of that (and strengthens guild cohesion in a small but important way).

the ability to have multiple accounts and thus multiple toons would be solvable by making the restrictions stricter. tie it to a credit card, or even to an address associated with a credit card. not many people have multiple credit cards with separate home addresses listed for each... and if they went out of their way to do that, which is both cumbersome and logistically impossible for most people, then fuck em, they can have the 2nd toon. =)
