Yea they did. I couldn't find anything either, but now the forearms have gone from 10% chance to 1%.

Grats again Kruhl, mages finally got a much needed lifeline, and you had to cry because you couldn't kill someone. Did it ever occur to you that some mages aren't sorcerers?

If you inspect the items from a character that cannot wear them, they read 1%. I'm not sure what the reasoning behind this was, but I suspect that it was because people that did not unequip the frost giant earring post nerf were still getting its benefit, so the trigger chance for people that cannot wear dispersion gear shows 1%.

I think I can say with relative confidence that most people agree that it is the sorcerors that are OP with these stone-skin items.

For reasons that the proc rate can be increased, it stacks with manashield and to further detriment, even regenerates manashield by proc'ing power.

I haven't read any reply that insinuates that non-sorceror mages are OP or unbalanced with these items as they currently stand.

Conclusion:

Lower the proc rate for "mage sorcerors" or make some/all of the dispersion items "mage non-sorceror" usable only.
