Items like this make PvP unique and meaningful. I like that personally..
In good fashion I will prescribe how to combat this item so you see it as I do.
Re-target via macro...
Whether I have this item or not doesn't matter, what I am sure of is that I fight (most likely) more people with this item than you do since I am out PvP'ing daily solo on nagafen. I therefore should have equal if not more reason to qualify this item as being OP.
I'm certainly not the best pvp'er on nagafen but I do learn and adapt to my foe. If you kill me I figure out how and why and adjust a strategy for our next encounter.
In short I have fought a lot of people (mostly scouts) with this item and have always just re-targetted them after losing target and my assassin hits fast..
Why can't you adapt? why can't you learn? why do you yearn to destroy any flavor in PvP?.......
Besides as someone else suggested.. PvP gear should suit pvp and raid gear should suit PvE raids.. as it did in T7 and as it probably will in T8. This effect doesn't work in PvE raids nor does the combat expertise proc on the waist band either...
