I assure you there's quite a few people in both the Kraken and Onyx with fully fabled raid gear, or close to it. If it's not VP gear, it's from another high end raid zone, and most assuredly has bad ass stats. The only reason why VP gear might be limited at this point is because of the revamp on some of the dragons. As soon as those dragons go down, which will be soon, the VP gear will be flowing like water.
But compare the average high end exile raiders gear with the average freeport raider, and there usually is no comparison. And it's FAR greater than just 300 hitpoints.

I have probably more high end gear from raids, due to being able to raid basically every night, than most havenites. So I should qualify as someone with full fabled t8 gear right? That's your theory?

Shoulders-vp set
Forearms- Instance stuff
Gloves-x2 drop
Waist- faction item
Legs- T7 fabled
Boots- T7 fabled
Neck- quest
Ear1- instance drop
Ear2- quest reward
Ring1- T7 fabled
Ring2- VP drop
Wrist1- T1 fabled(anyone can get it)
Wrist2- quest reward
Weapon1- heroic epic
Weapon2- VP drop, but on par with items from T1 and T2.
Bow- T7
So there you have it. 3 pieces of VP loot, and that's someone that's made damn near every raid possible. The upgrades simply just do not drop like you think they do. Faction guilds can and are clearing at least some of T2 now. With collections, quests, legendary gear, and some mixed in T7 loot, yes you too can have 90% of an end game raiders loot! Go kill some folks, and get pvp gear too!
You really are quite insane if you think the gap in gear is that large. The loot from VP simply doesn't flow like water, it drips out like a leaky faucet. And there simply is _NOT_ another high end raid zone that gives some magic advantage in gear. VS drops 1 item(sometimes a shitty set piece too) a week, Leviathan drops 1 item a week, sometimes great, sometimes not. And those mobs aren't even that hard, they just have a much higher learning curve skillwise than say, Pawbuster.
If your average Freeport raider is incapable of clearing T1, doing quest, collections, factions, and T7, they have no right to bitch about VP loot.
