Give it a couple of weeks. When your Freeport or Qeynos group fights an exile group, it's going to be your 6 "group" epic weapons vs. their 6 "raid version" epic weapons. It won't even be a contest. Freeport and Qeynos groups/players/raids are going to get rolled in PVP.
There aren't any links to the "raid version" epic weapons yet, but when people start seeing how much better they are than the "group" versions, I PROMISE you that people will start realizing this and agreeing.
Maybe in 10 months or so when we're close to the next expansion we'll see Freeport and Qeynos players with their "raid version" epic quest weapons. Until that point though, expect exiles to dominate you in PVP. I don't think there's any amount of PVP items or PVP armor your group can get that would make up for the difference in the two versions of the weapons alone.
Easy fix? Make all classes available to both Freeport and Qeynos, and remove exile COMPLETELY. This idea has been around since the PVP servers first came out. This way everybody can have their cake and eat it too. The exiles can have their PVP armor/items, and the original freeport/qeynosians can have their "raid version" epic weapons. Sure, this takes away from the whole roleplay storyline of Freeport vs. Qeynos, but WHO REALLY CARES about roleplaying when it comes at the cost of PVP AND RAID BALANCE. Can any hardcore PVP'ers out there honestly tell themselves they would rather keep good storyline and roleplay intact at the horrible cost of PVP AND RAID BALANCE?
Unless Sony makes some serious changes, I think it's time your faction groups start insta-evaccing from any exile group you encounter, in case that already doesn't happen. It might not be bad right now when not all the exiles have their "raid version" epic weapons..but just give it a couple of weeks and you'll see
P.S. (Admittedly, even I don't know what the stats are going to be on the "raid version" epic weapons, but I can assure you it's going to be SIGNIFICANTLY better than its counterparts. So, my argument rests on an assumption. But since I'm so confident in that assumption, I'm calling it right now. I call first!)
