I played Shadowbane, a game with FFA PvP for the last 6 or so years. That's a game where a full group of level 25s can take down a level 75 if they're lucky. But even with that in mind the level 75s would roll into the newbie zones and just constantly kill everyone who was levelling there for no real reason. And Shadowbane was a game where what you did mattered, and killing the wrong lowbie could (and did) result in an angry nation raping the hell out of your city.
In EQ2 where lowbies are literally a oneshot kill I'm certain that people would roll out to kill them as they level. There's always people in the global channels saying there's level 80s out harvesting in EL or whatever. Imagine if that one level 80 could entirely lock down the zone for 20 minutes. Sure some other 80s can come along and kick him out but we all know how totally fucking meaningless that is in EQ2 because they'll be gone before anyone can get there and back killing as soon as those have left.
When you know EXACTLY where people are levelling and everyone is forced to use small choke points like wanderlust fair or zek docks to hand in quests it becomes all the easier to oneshot people.
And people will do it. It makes them feel powerful. Just look at the level lockers, or the people in Shadowbane who killed the newbies for no reason.
This game just doesn't have the correct environment to support FFA PvP and it's easy to see from how many problems the level lockers caused.
