Couple of things: First, stop sucking and L2Fight scouts. Second, A chimpanzee most certainly could not roll a bard (we're scouts too!) and dominate the game. Third, try PvPing with a tank and some healers. Makes the world of difference. And Forth, there are no classes who cant get kills. Suck less. (FYI I play a guardian as my main-alt, don't whine about me being yet another overpowered scout. Suck less and you might get some kills.)

a skilled zerker rapes my face in PvP, and i'm a fully raid geared brigand. warlocks are also extremely painful if they know what they're doing.
in fact, many of the classes do extremely well against scouts if they are equally geared and skilled at playing their class (i.e. you have to know what the fuck to do against each SPECIFIC class, not just stick with a "general pvp strategy"). what the noobs complain about is the fact that they see scouts more often than other archetypes, and they confuse population % for some kind of innate strength. there's a lot of shitty scouts out there, dude, just learn to use the strengths of your class to beat them. and if you don't think you can match them on gear, then get yourself a well balanced group (or even just a tank and a healer) and all those problems melt away.
in short: quit your bitchin and play the fuckin game.

I'm a well geared (though not in equipment comparable to Become's I don't imagine) swashbuckler and I can agree with this statement.
Knowledge > Class.

Interestingly, every time someone is a jerk, griefer, whatever that is exploiting the highest possible level difference for easy kills it has always been a stealthed scout. Do you have to check the "asshole IRL" box to roll this class on a PvP server? Or is it the "15yr old in mommys basement" box?

Dude, my scout attacked everything from green to orange. Heck, I even tried a few reds on occasion with lack of success.
I do think though that the tracking is a bit overpowered for a pvp character.
I suggest that tracking only works on groups of players (that way there is a pretty good chance both sides will have a tracker). After all, a singler person won't leave so much evidence of there presence. It'll keep the solo vs. solo player field a little more fair IMHO. REMEMBER I have a scout pvp toon and it CAN be just to durn easy to sneak up on folks unawair. Heck, I used to scare the hell out of xping greens by unstealthing in front of them, wave and walk away. LOL The ones who chased after me though, I'll admit.....they were some dead greens in a few moments.

The scout is using his strong points, track, stealth, and high burst damage to be successful in PvP. The player is using, tactfully I should add, prudent discretion. This is exactly how I would behave if I was a scout, I would even wait in stealth until the enemy is engaged with a mob. Complaining about this is like complaining about an enchanter who mesmerizes your group's healer.
