Not sure if this is a good idea but its worth a try:

Every single Q and FP raider is crying about that they cant get all 24 classes, its an advantage in raids to have it /agree. One way which can be modified is to create alliances between FP and Q guilds. Lets say the qeynos guild <X> wants more raiders and need more classes, then they create an alliance with the FP guild named <Y>. This could be limited, maybe you only can create an alliance with 1 raid from the other aligntment or so. If this would affect PvP, dont have any ideas if it would be weird to see SKs group with Pallys but might work in raids.

Qs and FPs can't group with each other. If you want to PvE raid go Exile or go to a bluebie server.
