No. You can see it as a proc. +25 Tracking Avoidance gives you a 25% chance when any scout, no matter if he is right next to you or at the other end of the zone, opens Tracking, that you simlpy don't appear.
Now if the scout closes Tracking and casts it again, there is another 25% chance that you don't appear. If a full group of 6 has +25 Tracking Avoidance now, it will be most likely that a scout won't have all of them on Tracking at the same time, but more like 3-5 people.
I tested this with me having 25% avoidance and a scout. The scout stood right next to me and cast Tracking several times. And my name didn't show up like one out of three times. And if I didn't show up on track, he could go wherever he wanted and back to me but I just didn't appear on Tracking. Now if that Tracking Avoidance doesn't "proc" there is no difference in range of Tracking or any other stuff.
Edit: Umm.. After reading this it seems like I am not very good at explaining stuff. I hope you understood it now tough. But in my opinion this is not the best solution to get rid of the "remove Tracking" whiners.
