There are a handful of decent pvp inquis on hd and like 1 templar (who is mostly a raider and pwns just because he has avatar gear in every slot), so I say that no templar can hold up to inq in group v group pvp, and that is just as true as your statement.
Btw inq obv > templar in pvp vs 2+ warlocks, which isnt something uncommon in proup v group pvp.
