I just wanted to post a quick update. I didn't write down the steps exactly because I was too excited at the time but ...
At the very end, for the raid steps, after you've killed Phara Dar - when you go back to Ryvenar he won't talk to you if you just hail him, heh.
Make sure you have all of the items listed on you and once you get there open your bags and examine your runes. One of them (didn't look to see which one, but I think the last one) will allow you to slip the cover off or something similar. Do so, follow the prompts, more items to examine in your inventory etc. Perhaps someone else can fill this in more. Just follow the prompts until he talks to you and so on until finished. I was so elated at the time I didn't note the step,s but both of us who got the bow on Nagafen yesterday ran right up to the guy and hailed him without realizing there were steps you had to take first. Needless to say we figured it out and got the first PvP bow discovery.
Also as a small note - don't be freaked out when you kill Khalen Dar and nothing dings, it will update once both Khalen and Phara are dead.
