At launch, all items were based on a skill that you leveled as you used it. For example, you were a ranger, wearing a chain bp, you would get skill ups in "medium armor" i think they had it listed as. 5 per level like all other skills. Items had a skill level needed to use an item at that time, say that bp needed you to have a skill of 150 to equip, when you inspected it, it would show red if you didn't have the skill to equip, orange if you were just at the level and the con would change as you leveled and improved your skill with items.
