Reuse Timers Changed???

My ranger is an alt but after hearing of LU44 I was excited to check out the new updates but I was a bit confused. Although not mentioned in the patch notes, the reuse timers on my Ranged CA's seemed much longer. Was it always 1min+ for all skills except Searing Shot, Blame Arrow, and Roped Shot? I feel like it used to be much less but perhaps I am crazy and just don't play this toon enough.
