I've found through safana's math that the re2 pieces can in fact be better than certain raid gear.
(if you are able to get in melee range for the whole fight)
The item's in question are the wind worn ring (

vs
the bloodstone emperor's signet ring (
Xanadu Community) and sokokar blood bangle (

these numbers are for me only so there will be some variance for other players. Each RDA does 17 dps for me. the 2 items in question give 6 RDA all together, which give 102 dps total. (zonewide).
without factoring in the minor stat differences, the gains from the re2 items are:

ok so 6 rda does 102 dps right, and the proc does 80 dps on it's own. so then lets talk about the ca dmg. on this particular zonewide I did 812 hits from ca's (easy way to do this is your flame song swings + 1/3 of your quickshot hits). The formula is (hits* ca dmg)/time in seconds. 1410 was the time zw in the amount of seconds.
812*100ca=81200/1410= 58dps
58+80=138> 102. and we didn't even factor in the ranged crit. (which is pretty hard to figure out unless u just raid w/o focus aim heh).
The reason why this wouldn't work on pure ranged fights, or ones where u have to joust a lot is because the ca dmg and the proc wouldn't do as much for you, you are attacking less. So the RDA is better for those fights. Feel free to disagree with this. I talked it over with my mentor Safana and he thought i should post about it. So here you go.
